Dr. Bascom W. Ratliff, DSW
Dr. Bascom W. Ratliff is the Clinical Director of Associates at Hope Harbor. A graduate of Howard University with a doctorate in Social Work, Dr. Ratliff has 35 years of experience in the field of counseling. He is a licensed clinical professional in both Kansas and Missouri and is a certified substance abuse counselor.
James Delehanty, BS
James is the Administrative Director for Hope Harbor. He was born in Manhattan, Kansas and has lived most of his life in our state. In 2006, James earned his BS in Economics with a minor in Mathematics from KU. At Hope Harbor, James is tasked with overseeing all the administrative functions of our agency. You will find him at both our Overland Park and Kansas City, Kansas locations - greeting clients, taking payment, conducting intakes, and helping out in a myriad of ways.
Jon Hall, MA
Jon is the Director of our Batterer's Intervention program. A Kansas native, Jon is a graduate of Pittsburg State University, where he received his BA in Social Sciences. Jon then earned a Master in Counseling and Guidance at UMKC. Jon started with Hope Harbor as an intern. We are so lucky to have Jon as part of our team.
Chris 'Woody' Woodward, BA, LAC
Chris ‘Woody’ Woodward is the Director of our CWIP (Community Weekend Intervention Program), Adult Education (ADIS), Juvenile Education (Option 1), and our Adult and Juvenile Substance Abuse Treatment programs. Woody is a graduate of MidAmerica Nazarene University in Olathe, Kansas and has been at Hope Harbor since 2005. He is a Licensed Addictions Counselor through the state of Kansas.
Maria Ortiz-Towner, LCAC, LCMFT
Maria relocated from Wichita, KS, where her focus was working with adults and juveniles who had endured life-altering events. Maria is a Licensed Marriage and Family Therapist with specializations in substance abuse treatment and sexual issues. She is also a Licensed Clinical Addictions Counselor. At Hope Harbor, Maria conducts evaluations and individual counseling sessions. Maria is bilingual and also conducts all of our Spanish classes, including our Spanish CWIP.

Robin L. Rouse, BS, LAC
Robin is a native of Kansas, growing up in both Prairie Village and Leawood. She earned a BS in Journalism and Mass Communications from KSU. Since 2006, she has been the facilitator of TeenLink, where local teens provide assistance to the community. Robin heads some of our juvenile and adult substance abuse classes. She also conducts evaluations and individual counseling sessions. She is a Licensed Addictions Counselor through the state of Kansas.
Andrea Garcia-Ruse, MA, LPC, CPT
Andrea is a Licensed Professional Counselor and Certified Play Therapist and is the Director of our Parenting program. In addition to evaluations and individual counseling sessions, Andrea conducts adult substance abuse and anger management classes for Hope Harbor. She earned her BA in Political Science at William Jewel College. She then earned her MA in Social Sciences from Baker University and her MA in Counseling from UMKC. Andrea attained her Play Therapist certifcation from KC Play Therapy Institute. Additionally, she is a certified Prepare-Enrich couples counselor.
Loïck Le Déan, MS, LPC, ATSA
Loïck has 15 years of experience practicing and teaching psychology. He is a graduate of Bond University in Queensland, Australia, with a Bachelor of Social Science in Psychology. He then earned a Master of Science in Counseling Psychology from Avila University. Loïck has experience working with both adult and juvenile offenders in a variety of facilities, including maximum security, juvenile corrections, and inpatient psychiatric. He has also assisted children and their families in an outpatient community-based setting. He is a Licensed Professional Counselor in the state of Kansas. Loïck is the Director of the our Sex Offender program. He also conducts evaluations and individual counseling sessions at Hope Harbor.
Mary Connolly
Mary is our Billing and Insurance Manager. She is also our Database Manager. A native of Minnesota, Mary graduated from St. Edward's University in Austin, TX. Mary has been with Hope Harbor for over six years.
Amy Potts
Amy is our Marketing Manager. She writes and manages our website and materials, assists with the AHH audit process, and also assists Mary with insurance. Amy graduated from California State University with a BA in Communications and English. Amy has also worked in the corporate, nonprofit and public sectors.
Ginny Clarke
Ginny is Dr. Ratliff's assistant. If you have requested information from Hope Harbor, chances are that Ginny was the staff person who helped you. Ginny runs the day-to-day operations of our Prescott office. Along with Nubia Urena, Ginny is in charge of our monitoring program. She is a previous small business owner and has several years of experience in office management.
Nubia Urena
Nubia is our Spanish translator and answers our Spanish phone line. She also greets clients on Tuesdays and Thursdays in our Overland Park office. Along with Ginny Clarke, Nubia is in charge of our monitoring program. She has previous customer service experience in both the tax and collection industries. Nubia is currently working on her college degree to become a parole officer.
Danyelle Davis
Danyelle answers the very busy phone line for Hope Harbor. A native of Tucson, Arizona, she moved to Prescott, KS 14 years ago. Danyelle has over 10 years' experience as an administrative assistant and is a welcome addition to our staff.
